Give unfinished thoughts somewhere to wait
A travel idea, a sentence from a book and something to look up can all arrive in the same afternoon. Choosing a category for each one before writing adds another task.
An inbox gives you a known place to return to. Notes can stay there while their purpose is still unclear, without being forced into a folder you will have to rethink later.
Start with the notes you need now
For an upcoming trip, look at routes, transport and places to visit. For a book, look at its passages. You do not have to tidy years of old notes before doing today's work.

Organize around finding things again
Start with a few folders you would actually open: Travel, Reading or a current project. Use tags for clues that cross those boundaries, rather than repeating every folder name.
You can also find a note by a distinctive word in its title or body. A clear phrase may be more helpful than a deep folder tree. If the note has no recognizable context, more categories won't necessarily fix that.
